I. THE GENESIS OF ASIUTOP AND ITS COMMITMENT.

The birth of Association of Small Industries of the Union Territory of Pondicherry took place during 1981, on the unanimous decision of various small and scattered outfits of industrial units that existed at that point of time .

The industrial units in Pondicherry, especially the small units, were of different types and were located in different areas having different problems, some chronic and some of day-to-day nature. These problems could not be properly represented by the sectorial outfits to the Government and other agencies.

There was therefore felt a strong need for a unified voice, which could carry the message to the powers that be, and reap tangible benefits on the basis of collective bargaining. This consensual loud thinking led ultimately to the genesis of our Central Organisation.

From then on, ASIUTOP has been attending to not only the common issues affecting the SSI sector but taking up individual cases too, probably without much vociferation.

All the ticklish issues had to be attacked sans tempers running high, through extra-judicial processes wherever possible. Yet, whenever it become necessary, ASIUTOP did not hesitate to resort to legal avenue, for upholding the rights of its member units, individually and collectively.

Blessed are we at Pondicherry, thanks to the numerous concessional helps extended by both the Central and the State Governments. However there have been slips between the lip and the cup, which we were not able to over-come in the past purely on account of not uniting properly under one banner and asserting our rightful claims at appropriate forums. The coming into being of ASIUTOP proved a panacea to all such ills.

It is therefore time for us to think aloud amongst ourselves and align steadfastly under the banner of our Central 0rganisation in order to project ourselves as an organized group, earn recognition from various faculties and achieve positive results in the lines envisaged.

The task ahead of us is quite over-whelming and to achieve our ends, what is basically required is the whole-hearted co-operation of the members through not merely financial involvement but physical participation too, in all our moves.

In return, our Association will ever stand as the Rock of Gibraltar, holding the torch high aloft, for the cause of the SSI sector of our territory.

II. ACHIEVEMENTS OF ASIUTOP.

Our Association, as a Central Organisation, is functioning effectively in our Territory from 1981 onwards as an unfailing mouthpiece of the SSI sector.

We have consummated several successes in our standing of almost 2 decades by now and some of our most outstanding achievements are listed hereunder:

  1. Getting ownership of the Industrial sheds at Thattanchavady Industrial Estate to their occupants at the original cost of construction, on Hire Purchase scheme.

  2. Getting Sales Tax Concession of I 5 years extended to 19 years.

  3. Getting concessional 1 % CST tariff for 14 years from the 6th year.

  4. Getting Government purchase orders to steel and wooden furniture units which are registered under NSIC consortia scheme.

  5. Getting increased steel, pig iron, wax allotments to Pondicherry through effective representation with concerned Ministries at the Centre.

These apart, ASIUTOP has intervened in important matters like arbitrary assessment of property tax by the local bodies by quashing the same through Court and exorbitant fixation of Premium Lease amount by PIPDIC by getting it slashed by half.

In the matter of formulation of the New Industrial Policy, ASIUTOP was exercising continuous pressure to the Govt. for more than 3 years and has actually submitted a draft Policy as a basis for evolving the New Policy. ASIUTOP was also successful in removing unwanted departments from the Single Window Committee and was instrumental in bringing in strict time-schedules for every department for granting clearances.

III. REPRESENTATION IN COMMITTEES.

ASIUTOP is the only recognized Central Organisation to represent SSI in several forums. Some of them are:

  • Industry Guidanance Bureau (formally Single Window Committee)

  • State Level Committee for Rehabilitation of sick units:

  • State Level Ancillary Guidance Committee.

  • Consumer Protection Council.

  • State Level Committee for standardisation.

  • Pondicherry Productivity & Management Council:

  • State Apprenticeship Council.

  • PMRY Task Force Committee.

  • Industry Facilitation Council

  • Empowered Committee for Export Promotion

  • Good Industrial Relation Awards Committee

[b] Central Government:

  • SSI Board, Ministry of Industry,  New Delhi

  • Regional Advisory Committee, Small Industries Development Bank of India.(SIDBI)

  • Advanced Training Institute, Ministry of Labour.

  • State Level Inter-Institutional Committee, Reserve Bank of India.(RBI)

  • State Level Advisory Board (SISI)

  • Regional Purchase Advisory Council (DGS&D)

  • State Level Acceptance Committee (NSIC).

IV. BULLETIN

ASIUTOP is publishing a quarterly bulletin styled "ASIUTOP NEWS LETTER" from 1989 onwards. It is for free circulation amongst its members and is also sent to important Central & State Government Ministries, Officies & Institutions apart from several NGOs connected with SSI sector.
